People who take out home insurance plans against hurricane damage, which is appropriate in states at risk, have to pay a �hurricane deductible� if their home is ruined. Given the destruction from Hurricane Sandy, a number of governors have cautioned insurance companies not to charge them. <br />

A hurricane deductible is an insurance deductible that has to be paid before the insurance business will pay anything out. Many people do not live in states where hurricanes take place, so it does not matter much to them.<br />

Hurricane deductibles were invented by the insurance industry, according to CNN, the first policies involving them coming out after Hurricane Andrew in the 1990s, but became much more widespread after Hurricane Katrina, according to NOLA.com, site for The Times-Picayune of New Orleans. Many Louisianans first had to pay them earlier this year in the wake of Hurricane Isaac.<br />

The deductible is not a set amount of cash like a normal deductible would be. In fact, it is just a percentage of the home�s value usually.<br />

Governors warn insurance companies not to charge them<br />

There were a ton of homeowners that had their houses wiped out during Hurricane Sandy and had hurricane deductibles. It makes sense that these homes were totally destroyed.<br />

The circumstances for the deductibles have not been met, many governors in these states are claiming. The governors are ordering insurance businesses to pay out the claims, according to CNN.<br />

<br />
Never mind that it would seem the right thing to do in the wake of such a large storm, but in New York, New Jersey and Connecticut, an insurance deductible is only required in the case of Category 1 hurricane-force winds, or 74 miles per hour. Governors Chris Christie of New Jersey, Andrew Cuomo of New York and Dannel Malloy of Connecticut state that winds did not reach that speed during the storm.<br />

Another requirement, according to MSN, is that the storm has to be classified a hurricane before making landfall. Hurricane Sandy was de-classified before hitting. Residents of Maryland will also not have to pay their hurricane deductibles.<br />

Reuters points out that Sandy was still called a hurricane when it passed North Carolina, which means the residents will still need to pay the deductible in that state.<br />

Hurricane deductibles vary from state to state and from insurer to insurer. Generally, they are 1 percent to 5 percent of the home's value and with home values being what they are on the east coast, that adds up to a hefty load of cash. In Florida, according to Time magazine, it can be as high as 10 percent of the home's value.

Black market goods emerge wherever a lack of a typically available commodity occurs. Gas, for example, is in short supply in a few areas affected by Hurricane Sandy, and black market gas is going for double and in some instances more than quadruples the standard going rate. <br />

Hurricane Sandy has wrecked large swathes of the east coast of the U.S., such as massive damages to parts of New York and New Jersey. Amid fatalities and more significant damage that has left numerous people homeless, the storm also severely interrupted the supply of gas in that part of the country.<br />

A black market opens up really fast when a commodity becomes scarce, such as right now on the east coast. For instance, on Craigslist, you can get black market gasoline for $20 to $30 a gallon, according to the Huffington Post.<br />

<b>Even gas cans getting marked up</b><br />

Some people stocked up before the hurricane hit and others are going out to gasoline stations and stocking up to sell at an enormous profit. ABC quoted a male who stockpiled 500 gallons before the storm hit and sold his entire stock for $11 per gallon. New York magazine quotes a variety of prices posted on Craigslist, ranging from $8 per gallon to $20 per gallon, and others selling five gallon parcels for $70 to $100 for five gallons.<br />

Generally, a fuel can only cost a few dollars to get, but people have been selling them for $40 apiece or $200 for a five-gallon can, according to ABC. They are a hot item too apparently.<br />

Everything has to stay anonymous definitely considering it is entirely illegal. People are getting short term loans for their lawyers since it is illegal during a disaster to markup prices more than 10 percent.<br />

<b>Takes place all the time</b><br />

According to the Los Angeles Times, there was an employee in Los Angeles that got arrested for stealing and selling 800 gallons of the city�s supply of gas. There are a ton of black market items out there, surprisingly, and you can have access to them for those who have the internet.<br />

It's not even new for New York. In February, when fuel prices were more than $4 per gallon in the city, a number of people were leaving the city, getting large amounts of gas for cheaper outside the city and selling it, according to the New York Daily News. One man was found by police with more than 400 gallons in container inside a van.<br />

There was an enormous gasoline black market during World War II when there was fuel rationing. Just expect that there will be hoarding and selling for profit quite often when there is a fuel shortage.

�Fahrenheit 451� showed us what it would be like if books were burned. In the United States, that is less likely to occur on that scale. However, in instances of natural disaster that knocks out the supply of electrical power, what occurs to eBooks? Once battery power is gone, there are no eBooks. If the Internet were to fade away or fall under overt governmental or corporate dictatorship, eBooks would be severely restricted - and likely censored.<br />

Whenever you get an eBook, it is really hard to share those books with the people around you. You have to give the whole machine to your friend rather than just one the one book. With a hardback book, you can actually give the book to anybody you need for reading.
